Man Arrested After High-Speed Chase, Biting Officers Finger

An Illinois man was arrested Saturday in Frederick County after a police pursuit in which the suspect allegedly exceeded 100 mph, hit two vehicles and bit a state trooper following a standoff, according to Virginia State Police information.

The morning of the incident, state troopers observed a Black Ram Pickup truck on Interstate 81 driving recklessly and initiated a traffic stop.

The driver of the truck, Marco Cruz-Monroy, 37, of the 800 block of North Karlov Avenue in Chicago, failed to stop and instead drove away, at which point state police engaged in a pursuit, according to a criminal complaint written by Trooper Mason J. McLaughlin.

During the pursuit, Cruz-Monroy struck a trooper’s patrol vehicle, rendering it inoperable, according to McLaughlin’s complaint.

Cruz-Monroy also reportedly exceeded speeds of 100 mph and removed all of his clothing — which he threw out of the truck’s window — while fleeing police.

The pursuit came to an end near mile marker 315 in Frederick County when Cruz-Monroy’s vehicle struck a civilian’s car, sending Cruz-Monroy’s truck airborne and into the grassy median, McLaughlin wrote. Still naked, Monroy barricaded himself inside of the truck.

In a video of the incident obtained by The Winchester Star, Cruz-Monroy can be seen getting out of the truck and climbing into the truck’s bed as police approach him with guns drawn. He then appears to be tased and is carried into an ambulance.

While restrained in the ambulance, Cruz-Monroy bit and latched onto a trooper’s finger, according to McLaughlin’s complaint.

Cruz-Monroy, who was transported to Winchester Medical Center, has been charged with driving while intoxicated and assaulting a law enforcement officer.

He is currently being held at the Northwestern Regional Adult Detention Center outside of Winchester. He is set to appear in Frederick County District Court on July 2.
