Homeless Man Sues San Rafael Over Highway Noise, Pollution

A homeless man is suing a Northern California city over health issues he claims was caused by living in an encampment by a highway. Forty-nine-year-old James Hellard says the San Rafael city-sanctioned homeless camp exposed him to highway noise and pollution. Since living under the overpass for the past two years, Hellard alleges the city put him at risk for illness and is responsible for his hearing loss. The lawsuit cites CDC data that suggests living near a major roadway can result in asthma, chronic obstructive pulmonary disease, and other negative health effects. A hearing on the suit is scheduled for April 22nd.
