A Georgia woman is under arrest after allegedly throwing her injured dog into the ocean. Police responded to a beach on Tybee Island on reports of someone throwing a dog into the water. They found Candy Marban, who reportedly told them she tossed the dog because it was hurt and she couldn't afford any medical treatment. The animal was rescued but had to be put down. Marban was charged with aggravated cruelty to animals.
